The Director of Finance key responsibilities include (but not limited to):
- to protect and ensure efficient use of the City of Weyburn financial resources;
- to ensure a proper system of internal controls is developed and/or maintained and followed by all departments within the City;
- to ensure pertinent, timely and accurate financial information is available to City Council, City Manager and Senior Managers;
- to assist and audit the reconciling of asset, liability, capital, income and expense accounts and the producing of monthly financial reports;
- manages the annual audit and creates a strong working partnership with the City Auditors;
- to coordinate the preparation and compiling of annual budget estimates in conjunction with Senior Managers and City Manager;
- implement, update and maintain an asset management system in conjunction with a 5 year capital plan;
- to lead the management, supervision and operations of the Finance Department employees while creating and maintaining a positive environment;
- to preserve a high level of customer service within the Finance Department by providing information to the public concerning all areas of finance;
- attend City Council meetings to provide information regarding issues that have financial considerations.
Knowledge and Specific Training:
- post-secondary degree in Commerce or Administration. Preference will be given to those candidates with their Canadian Professional Accountant designation;
- excellent decision making and leadership skills;
- minimum five years' experience in financial and/or municipal accounting;
- minimum five years' experience in a managerial role;
- knowledge of current standards, policies, procedures, legislation, and trends affecting municipal financial reporting;
- knowledge of the functions, principles, policies and governance structure of municipal government.
