Duties & Responsibilities:
- Review and update all of the City bylaws, and review legislation to ensure that the ability to create a bylaw is permissive and ensure that requirements of content are included;
- Meet with all stakeholders to ensure that bylaws are all encompassing to meet their needs; (ie. City officials, RCMP, Bylaw Staff)
- consult with other Cities to discuss like issues to ensure that as bylaws are created and updated, that they will be optimal and relevant for a number of years;
- prepare and present reports for the approval of the bylaw at council meetings;
- register the bylaw, once approved, in the City's Bylaw Registry;
- communicate with Provincial Agencies if approval is required for the bylaw;
- ensure all proper processes of providing public notice, holding a public hearing and obtaining Provincial
- Government approvals for bylaws are followed; provide copies to the provincial government, City departments and others as required; update the City website.
- Supervise one Bylaw Enforcement Officer;
- ensure that Bylaw infractions are investigated and addressed in accordance with the specific bylaw
- present the matter and facts, in writing and in person, to the appropriate Appeal Boards;
- prepare legal documents and court briefs for file presentation and on occasion attend Court hearings regarding the Bylaw infraction charges;
- maintain programs and records for lost and found items
- Work with the Corps. Of Commissionaires to resolve issues related to scheduling (ie. sick leave, vacation) and public concerns and issues.
- Respond to public complaints and inquiries in relations to the City bylaws;
Qualifications:
- Grade 12 with law class electives. Preferred: Local Government Administration Certificate
- A minimum of two years experience.
- As a condition of employment, candidate must possess and maintain RCMP Security Clearance as well as a valid Saskatchewan Class 5 Drivers License.
