Description

The Saskatchewan Urban Municipalities Association (SUMA) is the voice of Saskatchewans hometowns.

Reports to: Director of Corporate Programs and Member Services

The qualified candidate should have a passion for procurement with an entrepreneurial spirit, be an enthusiastic professional, and be able to build relationships with internal and external clients.   In all cases, this person is expected to work in a team environment.

The Municipal Procurement Agent will meet the growing need amongst SUMA members to procure goods and services jointly.  The role will be instrumental in carrying out the SUMAdvantage business model.

Responsibilities include:
Development of competitive bid documents, evaluation of bids, awarding of contracts, negotiation, development of legal contracts and agreements and notification to vendors on bid outcome
Contract and relationship management
Supplier relationship marketing
Research and identify group purchasing opportunities to pursue
Monitor and follow applicable laws and regulations
Engage with the Procurement Development Advisory Committee
Provide education to members
Other duties as assigned

Knowledge, Skills and Abilities Required:
Bachelor of Business/Commerce or related degree or diploma with a preference for candidates with a Supply Chain Management Professional (SCMP) designation
Public procurement purchasing background preferred
Knowledge of laws, regulations and trade agreements
Negotiating and analytical skills essential  
Ability to coordinate multiple projects at once is essential
Excellent interpersonal skills with high professionalism
Exceptional customer service ethic and high expectations for quality
Ability to exercise a high degree of initiative and independence
Strong verbal and written communications
