Description

The Rural Municipality of North Qu'Appelle No. 187 invites applications for the contract position of Planning & Development Officer.

This position is primarily focused on processing permits and planning files and preparing written and visual materials, including maps. This position reports to the RM Administrator.
Lands within the Municipality are divided into two (2) areas: Rural Planning area which is primarily agricultural, and the Valley Planning area which is primarily resort development with mixed residential densities.

In collaboration with the Administrator/CAO, the candidate will complete a variety of planning and development work including, but not limited to:
-the review and processing of applications related to permitted and discretionary uses, building permits, subdivisions, comprehensive development reviews;
- Provide customer service on planning issues, development regulations, planning policy and processes. Provide excellent customer service in a positive and informative way;
- Write enforcement letters and orders of compliance;
- Attend and present at RM Council meetings, external committees and other meetings, as required;
- Prepare servicing, development, easement and other agreements;
- Coordinate and carry out public hearings;
- Perform field inspections to gather data relevant to the development review process and/or to verify that development projects comply with approved plans;
-Work with RM staff to gather information necessary for planning applications;
- Prepare communications related to planning matters;
- Perform administrative and technical duties, routine office tasks including data entry, file management;
- Prepare and coordinate copying and distribution of bylaws, forms and map changes (subdivision, zoning, etc.).

 - Prepare plans for environmental protection
 - Prepare and recommend land development concepts and plans for zoning, subdivisions, transportation, public utilities, community facilities, parks, agricultural and other land uses
 - Confer with appropriate authorities and interest groups to formulate and develop land use or community plans
 - Compile and analyze data on factors affecting land use
