Description

The Legal Counsel is responsible for providing:  
-    Innovative legal, strategic and business advice and services.
-    Assessment of risk.
-    Legal representation in courts at all levels, as well as administrative tribunals.
-    Corporate education/awareness on legal and risk management issues.

Reporting to the City Solicitor, this position will perform the following duties:  
-    Prosecute breaches of civic bylaws and provincial offenses within the City's jurisdiction.
-    Legal and business advice and assistance in the development and application of corporate policies and strategies.
-    Preparation, review and interpretation of legal documents, agreement and contracts.
-    Research, interpretation and analysis of information, including presentation of options, opinions and implications.
-    Drafting and interpreting bylaws and resolutions of City Council.
-    Providing Risk Management services.

Qualified candidates will possess:
-    Bachelor of Laws Degree and completion of Bar Admission course.
-    Membership in, or eligibility for membership in, the Law Society of Saskatchewan. Minimum of 6 months experience in legal environment.
-    Valid Class 5 Driver's License and ability for occasional travel.
-    Knowledge of provincial and federal statutes and regulations, municipal bylaws and general legal principles.
-    Knowledge of and adherence to The Legal Profession Act, 1990, the Rules of Law Society of Saskatchewan, the Code of Professional Conduct.
-    Strong Ability to interpret and apply legislation of unique situations to ensure statutory compliance and liability protection for the City.
-    Knowledge of municipal government and City Council decision-making processes.
-    Able to advocate persuasively at all levels of court and at administrative tribunals
-    Able to draft a wide variety of documents, including legal documents, pleadings, contracts, land conveyancing and development agreements.
