Description

PRIMARY FUNCTION:    

As the official representative of the Legislative Assembly, the Speaker embodies the institution as the place where First Nations of Saskatchewan democratically-elected Chiefs or their appointed delegate gather to deliberate. The Speaker is responsible for enforcing the Regulations Governing the Rules and Procedures of the Legislative Assembly and according to the Roberts Rules of Order, presiding over the conduct of Assembly business and maintaining order and decorum.

TYPICAL DUTIES AND RESPONSIBILITIES:

    The Speaker shall enforce the rules and procedures of the Legislative Assembly as outlined and accepted by the Legislative Assembly;
    It is the Speakers duty to ensure that the rules of the Assembly for conducting its business are followed and that all members of the Assembly have an opportunity to take part in debates;
    It is the Speakers duty to recognize Representatives before addressing the assembly;
    It is the Speakers duty to decide points of order and all incidental questions of procedure;
    It is the Speakers duty to decide who has the floor and ensure everyone has an opportunity to speak to an issue;
    It is the Speakers duty to decide when there has been sufficient discussion of a matter and call for the vote;
    It is the Speakers duty to preserve order;
    It is the Speakers duty to declare the meeting adjourned when all of the business has been concluded;
    Whenever the Speaker finds it necessary to leave the chair during any part of the assembly, the Speaker may call upon the Deputy Speaker; and
    In the event of an unavoidable absence of the Speaker, the Deputy Speaker shall take the chair and shall perform the duties and exercise the authority of the Speaker in relation to all proceedings of the Assembly.
