Description

Reporting to the Executive Director, the Administrative Services Manager is responsible for finance, payroll, asset management, board liaison, planning and research.  This position is responsible for operating decisions in the areas of budgeting, accounting, payroll, and records maintenance within policy guidelines.  Project management, research and evaluation are essential parts of this position.

Duties and Responsibilities:
-Full cycle bookkeeping including processing of cheques, bank deposits, bank reconciliations, monthly financial reports and year-end adjusting entries
-Payroll administration including member enrollments, bi-weekly payroll, all tracking, year-end adjustments and statistics as required as part of this process
-Benefit and Pension administration
-Responsible for personnel policies and records maintenance including planning, evaluating and administration of the collective bargaining agreement
-Under the direction of the Executive Director prepare the budget including summary documents
-Negotiate and maintain inventories of equipment leases, contracts and agreements
-Act as confidential secretary to the Executive Director and Board
-Manage board and committee meeting documents, contact lists, and files
-Assist, support conduct research and prepare reports on behalf of the Executive Director

Qualifications:
-Bachelor of Commerce degree.  May consider a Technician Diploma with significant experience including supervision and bookkeeping
-At least 5 years experience as a Manager which included support for senior staff and financial management
-Experience with Sage Accounting and Payworks
-Demonstrated reliability
-Knowledge of current trends in library service, administration and management
-Excellent interpersonal, time management, and problem-solving skills
-Excellent oral and written communication skills
-A valid drivers license and the ability to drive throughout the region as required
