Description

Primary Function:

Administers day-to-day operations of the Sport, Culture, Youth and Recreation department.  The primary responsibility of the position is to provide technical support by designing structures, systems or processes that promote and aid the formulation, coordination, integration and implementation of program or specific project policy.  Recommends how and when to best translate these policies into laws, regulations, strategies, programs, or services.  It is the bridge between the legislative/executive arms of the organization and external agencies and internal departmental staff.  It ensures efficient and effective use of department human and financial resources, and to ensure the department provides quality services to the organization. Coordinate relationships/negotiations between government and FSIN, private agencies and individuals.  Responsible for preparation and monitoring of budget proposals, yearly expenditure plans, strategic plans, reports to funding agencies etc.  Overall supervisory responsibility for staff, consultants, and contractors.

DUTIES AND RESPONSIBILITIES:

Planning/Policy Development

*Designing structures, systems, and processes for identifying problems and opportunities, specifying objectives, defining activities, and evaluating the results to meet the needs and interests of its membership.
*Policy review, plans, procedures, governance and development, and leadership responsibility for research on area issues such as board policies, Sask First Nation Games Technical Manual, Provincial Sport Championships, Team Saskatchewan NAHC/NAIG and Cultural Policy.
*Conducts inquiries and formulating options of First Nation public policy for the consideration of and selection by Board, Commissions and/or Executive to carry out the work of the department.
