The City of Moose Jaw has an opening for an Assistant City Clerk who reports to the City Clerk, this position will perform the following duties:
In the absence of the City Clerk, provide leadership, collaborating with City Departments, in setting standards for legislation, bylaws, policies and procedures
In the absence of the City Clerk, provide advice and training to City Council, its Committees and Administration with respect to legislation governing the Corporation
As assigned, serve as Clerk to City Council and Committees of City Council
Prepare Council and Committee agendas in accordance with Bylaw requirements attending meetings (evenings)
Serve as Information Access Coordinator, assisting the Information Access and Privacy Officer in developing and implementing LA FOIP related policies
Research and write reports
Provide procedural advice
Acting as Returning Officer in the performance of election planning activities involving City and School Board elections
Qualified candidates will have education and experience obtained with a University Degree in Public Administration or equivalent discipline along with 5 years progressively responsible municipal government experience OR Certificate in Local Government Administration plus at least 5 years progressively responsible municipal government experience OR 10 years progressively responsible municipal government experience. Additionally, preferred candidates will possess:
Thorough knowledge of The Cities Act, The Planning and Development Act, 2007, The Local Government Elections Act and The Local Authority Freedom of Information and Protection of Privacy Act
Demonstrated proficiency in procedure, parliamentary rules and The Procedure Bylaw
Superior research and writing experience
Demonstrated experience in policy development and bylaw preparation
Strong interpersonal skills
Strong oral communication and customer service skills
Strong leadership and supervisory skills
