Description

TheCareer Services Branch is seeking to fill a permanent Career Service Consultant position which will provide support to the operation of the Career Services OfficeinMoose Jaw. Thispositionissituated within the Planning and Procurement Unit.

Reporting to the Manager of Planning and Procurement, your responsibilities will include:

- Research, identify, and manage all aspects of a moderately complex competitive procurement process.
- Write, lead and evaluate Request for Proposals, provide recommendation of award, and communication to all proponents, as well as prepare procurement documents for Advanced Contract Award Notices and Direct Awards.
- Conduct need assessments for existing programming and provide recommendations.   Including planning and organizing consultations with existing service providers, outside organizations, inter-provincial organizations and government agencies.
- Identify and assess labour market trends and participate in the development of labour market strategies, including needs assessments.
- Conduct research and develop new programming, develop business plans, and consult with relevant sectors, service providers, and ministry branches for input and information.
- Coordinate meetings with agreement managers, analyze and document budgetary recommendations, and develop branch program budget documents for approvals.
- Oversee agreements and follow the agreement management process. Review and analyze reports, and overpayments and complete on-site monitors.
- Network with various employment and training stakeholders as well as Community Based Organizations to develop training and employment opportunities.  This may include initiating dialogue and relationship building, making group presentations, attending business expositions, producing written materials and/or serving as board/panel members for community groups and committees.
