Description

The Finance Manager is responsible for overseeing and managing the financial operations of both Health Services and the Family Resource Centre at Waterhen Lake First Nation. This includes budgeting, financial reporting, internal controls, and compliance with financial governance standards.  
The Finance Manager will ensure accountability and transparency across all financial transactions related to these key community programs, working closely with each Program Manager.

Key Responsibilities:
Provide financial oversight for Health Services and Family Resource Centre programs, including budgeting, forecasting, reporting, and audit preparation.
Ensure compliance with federal and provincial funding requirements, Waterhen Lake First Nation financial policies, and FMB standards.
Collaborate with Program Managers to develop and monitor budgets that support program goals and ensure financial sustainability.
Prepare and submit accurate monthly, quarterly, and annual financial reports to the CEO, Chief and Council, funders, and auditors as required.
Oversee and implement internal controls, ensuring the protection of assets and responsible use of funds across both departments.
Monitor revenue and expenditures, track funding allocations, and ensure proper documentation for all financial transactions.
Assist in the development and enforcement of financial policies and procedures aligned with the Nations Financial Administration Law (FAL).
Coordinate and support year-end processes, audit preparation, and financial reviews for Health Services and Family Resource Centre.
Advise Program Managers on financial planning, funding proposals, spending controls, and reporting obligations.

Qualifications

Bachelors Degree with a CPA designation or in the process of completing a CPA designation.
Minimum of 5 years of financial management experience, preferably in a First Nation, non-profit, health, or social services environment.
