Description

Leading a multidisciplinary finance team across accounting, treasury, and budgeting functions, the City Controller supports effective municipal service delivery through sound financial management, legislative compliance, and alignment with organizational priorities. The position works closely with the CFO on financial planning, audit coordination, policy implementation, and continuous improvement of financial systems and processes, and provides leadership continuity in the absence of the CFO.
KEY ACCOUNTABILITIES
Financial Leadership & Governance
Provide operational leadership over accounting, treasury, budgeting, and financial reporting functions.
Lead, coach, and develop finance staff, including workforce planning, performance management, and succession coverage.
Support financial capability across the organization through guidance, collaboration, and development of training materials related to budgets, controls, and financial practices.
Corporate Accounting, Audit & Compliance
Oversee the general ledger, chart of accounts, and month end and year end close processes.
Prepare, review, and present monthly, quarterly, and annual financial statements, public accounts, and statutory reports for Council and provincial submission.
Lead interim and year end external audit processes and maintain strong internal controls to safeguard municipal assets and financial information.
Ensure compliance with Public Sector Accounting Standards (PSAS), The Cities Act, and other applicable legislation and reporting requirements.
Budgeting, Forecasting & Financial Planning
Direct annual operating and capital budget development, including guidelines, assumptions, templates, and timelines.
Provide ongoing budget monitoring, variance analysis, forecasting, and budget amendments.
Support long range financial planning, sustainability initiatives, and financial modeling to strengthen the City's financial resilience.
