Description

Position Overview:
The core purpose of this full-time, permanent position will be to formulate, evaluate and administer contracts within the Public Works Department; provide accurate cost and quantity estimates for surface works and earth moving; and to supervise the employees and work processes within the Public Works drafting and surveying areas.  

Principle Duties & Responsibilities:
- Consult and liaise with the public, developers and contractors (City and private), and provincial agencies concerning design, construction, servicing and/or development matters.
- Provide technical support and expertise regarding surface work design and analysis.
- Prepare cost/quantity estimates for the Capital Budget items of Land Fund, Pavement Contract and Concrete Contract.
- Responsible for cost accounting, evaluation of performance and cost projections for maintenance and capital projects.
- Design, approval of design construction drawings, creation and customization of contract specifications and contract preparation (asphalt, concrete, maintenance concrete, etc.)
- Administrate prepared contracts, including execution of the documents, preparing progress payments, site visits/inspections, resolution of disputes with contractors, releasing holdbacks and issuing completion certificates.
- Investigate and report on various construction issues forwarded through City Council and public inquiries.
- Supervise schedule and manage the performance of employees assigned to the Drafting and Surveying work units.  

Required Qualifications:
- Minimum 2 year post-secondary diploma from a recognized technology program for municipal engineering.
- Eligible for certification as an Applied Science Technologist with SASTT.
- 5 years progressively responsible work experience in an municipal environment.
