Reporting to Legal Services, an employee in this role will work directly with Water Security Agency (WSA) management, staff and suppliers to manage procurement processes. The employee will manage procurement staff; develop optimal sourcing strategies; develop and review procurement policies; ensure compliance with various trade agreements; negotiate with external vendors; finalize purchasing details; examine existing contracts; track and report KPIs and build key relationships internally and externally.

This position will Lead the management of the procurement functional unit and process as well as provide leadership to unit employees and streamline the procurement process.  

This position will manage all organizational procurement activities; build relationships with upper management and develop and maintain effective working relationships with internal and external clients.

This position will also manage the development, revision and implementation of all procurement strategies, processes, policies and protocols; take direction from Legal Services; ensure compliance with applicable trade agreements, common law requirements, Government of Saskatchewan and WSA procurement policies/directives; advocate for principles of fairness, accountability and transparency; engage in ongoing procurement training and professional development; educate WSA staff on procurement related matters.

The successful candidate shall possess a Business, Law, Engineering or related degree along with experience in procurement. A SCMP, CPSM, PMP, CIPS, Lean/Six Sigma certification would be preferred, but is not required and a minimum of 8 years experience is required, with direct experience in procurement/purchasing being a preferred asset.
