REQUEST FOR PROPOSALS:
PROFESSIONAL NEGOTIATOR
BACKGROUND
Treaty Education Alliance (TEA) is an educational organization providing services for 5 First Nations in the Treaty 4 territory (SK). TEAs board of directors has formed a political alliance to initiate negotiations with the federal government with respect to education.
GENERAL INFORMATION
Purpose
We are seeking to contract a professional negotiator, with proven experience, to work with TEAs Negotiating Team as the lead negotiator.
Requirements
The professional negotiator will:
    require previous knowledge and understanding of treaty law and the history of Crown Indigenous relations in Treaty 4, and
    possess knowledge and understanding of Indigenous education and federally funded schools (on reserve), and
    will have extensive negotiation experience, preferably multi-party, preferably involving the Crown.  
Commitment
The time commitment is anticipated to be 1-2 years, beginning in March, 2020 and will involve:
    bi-weekly conference calls with TEA Negotiating Team, TEA technical/political advisory, and others as required
    half day or full day face-to-face or virtual negotiation meetings with federal negotiator(s) every 6 weeks
    attendance at board meetings and/or meetings of the members of the corporation
    effective regular communications with the TEA, the TEA member First Nations, and their stakeholders
    commitment to reviewing materials and documents throughout the process, providing summary and briefing support, analysis and reporting
