Description

The City of Prince Albert invites applications for the permanent position of Human Resources Manager. This position will facilitate labour relations activities and provide specialist advice and guidance in the interpretation, application and administration of Collective Agreements, policies and procedures. The incumbent will represent the City in collective bargaining with union(s) and oversee the Human Resources division including Labour Relations, Organizational Development and Payroll.

Principle Duties & Responsibilities:
- Manage and/or advise on labour relations issues, including representing the City in grievances, mediations and arbitrations.
- Represent the City and lead negotiations for a variety of collective agreements, including researching, developing proposals and recommending settlements.
- Advise on the interpretation and application of Collective Agreements, policy, and employment legislation, as well as recommend appropriate courses of action.
- Conduct investigations into complex employee relations issues.
- Provide policy research and analysis for the development and implementation of new or updated policies, consistent with legislation, regulations and strategic direction.
- Provide trend analysis and recommendations to mitigate possible risks to the organization.
- Participate in and deliver training and education to employees and managers to promote positive employee relations across the organization.
- Provide oversight and direction to the Human Resources division

Required Qualifications:
Education, Training & Experience
- Degree in Industrial Relations, Human Resources or a related field.
- 5+ years Labour Relations experience in a multi-union environment.
